「遊客」並不代表所有 NHS 服務都要收費，也不代表所有服務都免費。下表是一般短期旅客最常遇到的情況；最終費用及資格由服務提供者按個別情況確認。
Being a visitor does not mean every NHS service is chargeable or free. This table covers common situations; the provider confirms final eligibility and cost.

NHS 家庭醫生雖然免費，但服務未必容易取得NHS GP care may be free but not readily available
在某地停留超過 24 小時但少於 3 個月的人，可向診所申請成為臨時病人。然而，診所會自行決定是否接納；診所如不接收新病人、你不在其服務範圍，或沒有合適時段，便可能無法安排。
If you are staying in an area for more than 24 hours but less than 3 months, you can ask to register as a temporary patient. The practice decides whether to accept you and may decline if it is not taking patients, you are outside its area or no suitable slot is available.
如臨時登記被拒，診所仍可在最多 14 日內提供「立即必要」的治療，但能否及何時提供仍由診所按情況決定。家庭醫生登記通常不應要求提供身份證明、住址證明或移民身份文件；詳情請直接查閱 NHS：如何登記家庭醫生診所。
If temporary registration is refused, a practice can still provide immediately necessary treatment for up to 14 days, subject to its decision and availability. GP registration should not normally require ID, proof of address or immigration documents. See the NHS GP registration guide.
長期病患者：藥物不足、遺失或被盜Regular medicine: insufficient, lost or stolen
不要自行停用重要藥物，也不要等到出現症狀才處理。部分藥物突然停用可造成風險；藥劑師或英國處方者須先確認藥物及是否可合法供應。
Do not stop important medicine on your own or wait for symptoms. Suddenly stopping some medicines can be risky; a pharmacist or UK prescriber must confirm the medicine and whether it can legally be supplied.
帶同藥盒或藥袋、處方或醫生信、藥物通用名稱、劑量、服法、你的醫生及藥房聯絡資料，以及護照。手機照片也有幫助。Bring the box or label, prescription or doctor letter, generic name, strength, dose, doctor and pharmacy contacts, and passport. Phone photos can help.
藥劑師會判斷能否作緊急供藥、需要甚麼證明、可供多少，或是否必須由英國醫生重新評估及處方。藥房直接作出的緊急供藥可能屬私家服務，收費不一。The pharmacist decides whether emergency supply is possible, what evidence is needed, how much can be supplied, or whether a UK clinician must reassess and prescribe. Direct emergency supply may be private and prices vary.
致電 111 說明你是海外旅客、藥物已用完或遺失，以及下一次服藥時間。111 可指示合適的藥房、緊急治療中心或醫生。網上緊急處方服務主要處理英國的固定重複處方，海外旅客未必適用。Call 111, explain that you are an overseas visitor, the medicine is finished or lost, and when the next dose is due. 111 can direct you to a pharmacy, urgent treatment centre or clinician. The online emergency prescription service mainly supports UK repeat prescriptions and may not work for overseas visitors.

Other overseas prescriptions are generally useful only as evidence; you may need an NHS or private clinician to reassess you and issue a UK prescription.

醫院費用及「豁免資格」是甚麼？Hospital charges and what “exempt” means
如需接受屬收費範圍的 NHS 醫院服務，而又沒有適用的豁免或國際醫療安排，醫院一般須按 NHS 治療成本的 150% 收費。這不是固定掛號費：診斷、檢查、手術、住院日數及藥物不同，總額可以相差很大。
For chargeable NHS hospital care, if no exemption or international healthcare arrangement applies, the provider generally charges 150% of the NHS treatment cost. This is not a fixed attendance fee; tests, procedures, length of stay and medicines can make the total vary widely.
按服務豁免Exempt services
- NHS 家庭醫生等基層醫療服務；NHS GP and equivalent primary care;
- 急症室及 NHS 緊急治療中心內提供的治療；但其後收院或轉往其他醫院服務可另行收費；treatment delivered in emergency departments and NHS urgent care centres, although admission or onward hospital services may be charged;
- 性健康服務，以及部分傳染病的診斷與治療。sexual health services and diagnosis or treatment of certain infectious diseases.
按個人身份或國際安排豁免Personal-status or international-arrangement exemptions
例子包括：持有效 IHS 簽證並已繳付醫療附加費的人、符合適用國際醫療安排及能出示所需文件的人、難民或尋求庇護者，以及部分人口販運或暴力受害者。各項豁免有不同法律條件及範圍，不能只憑國籍判斷。
Examples include people with a valid visa covered by the Immigration Health Surcharge, people covered by an applicable international healthcare arrangement with the required documents, refugees or asylum seekers, and some victims of trafficking or violence. Each exemption has its own legal conditions and scope; nationality alone is not enough.
緊急治療不等於免付費：由臨床人員判定為緊急或立即必要的治療，不得因未能預先付款而延誤；但如服務本身屬收費範圍而你不獲豁免，醫院仍可在治療後發出帳單。
Urgent does not always mean free: clinically urgent or immediately necessary care must not be delayed because payment cannot be made first, but a bill can still follow if the service is chargeable and you are not exempt.

如何向旅遊保險公司索償How to claim from travel insurance
保單可能採用「先付款、後索償」，亦可能由 24 小時援助中心安排付款保證。每份保單的自付額、既有疾病、預先授權、指定醫院及索償時限均可不同，因此應以你的保單條款及保險公司指示為準。
A policy may require you to pay first and claim later, or its 24-hour assistance team may arrange a payment guarantee. Excesses, pre-existing-condition cover, prior authorisation, provider networks and deadlines differ, so follow your own policy and insurer’s instructions.
有生命危險時先致電 999 或前往 A&E，不要為等候保險公司批核而延誤。For a life-threatening emergency, call 999 or go to A&E; do not delay while waiting for insurer approval.
非緊急的私家診症、昂貴檢查、入院或轉院前，先詢問是否須預先授權，並記下個案編號、通話日期、時間及職員姓名。Before non-emergency private treatment, costly tests, admission or transfer, ask whether prior authorisation is required and note the case number, date, time and staff name.
保留列明病人姓名、日期、服務及費用明細的正式發票與收據、付款證明、診斷／診症信、出院摘要、處方及藥房收據。被盜個案另保留警方報案編號。Keep official itemised invoices and receipts showing patient, date, service and cost, proof of payment, clinical/diagnosis letter, discharge summary, prescription and pharmacy receipt. For theft, keep the police reference.
使用保險公司的指定表格或應用程式，附上所有文件及個案編號；保留副本。不要假設 NHS 或私家醫生會自動替你向保險公司索償。Use the insurer’s required form or app, attach all records and the case number, and keep copies. Do not assume an NHS or private provider will claim from the insurer for you.
